Inserts for tobacco products

At the request of the FPS Public Health, the Superior Health Council has examined the use of package inserts on tobacco products and herbal smoking products. This report contains guidelines on the content and form of the insert. Following an in-depth analysis of international experience and a broad consultation of experts, the Superior Health Council is proposing messages that

• highlight the benefits of quitting smoking,
• motivate people to change their behaviour, and
• direct people to practical resources.

The emphasis is on legibility, comprehensibility and the positive influence on smokers. The Superior Health Council recommends testing the messages with the target audience and stresses the importance of implementing these new inserts quickly.
